1979 సంవత్సరం.
గ్రామీణ ఋణాధికారి అంటే కేవలం గ్రామీణ ప్రాంతాల్లో అప్పులు ఇవ్వడానికి, ఇచ్చిన అప్పులు వసూలు చేయడానికి మాత్రమే, నియమించబడిన అధికారి… అని అర్థం స్ఫురిస్తుంది. అందుకే హెడ్ ఆఫీసు వారు, ఈ విషయంలో నిశితంగా పరిశీలన జరిపి, ఆ హోదాను ‘గ్రామీణ ఋణాధికారి’ (రూరల్ క్రెడిట్ ఆఫీసర్) బదులు ‘గ్రామీణ అభివృద్ధి అధికారి’ (రూరల్ డెవెలప్మెంట్ ఆఫీసర్) గా మార్చారు. అంటే, ఇకపై గ్రామాల్లో అప్పులిచ్చి వసూలు చేయడంతో పాటు, ఆ గ్రామాల సర్వతోముఖాభివృద్ధికి విస్తృతస్థాయీ బాధ్యతలను నిర్వహించాలి… ఈ గ్రామీణ అభివృద్ధి అధికారులు.
ఆ క్రమంలో పైలట్ ప్రాజెక్టుగా, ‘ఇంటిగ్రేటెడ్ డెవెలప్మెంట్ ఆఫ్ సెలెక్టెడ్ విలేజ్’ (ఐ.డి.ఎస్.వి.) అనే నూతన పథకాన్ని ప్రవేశపెట్టింది ఆంధ్రా బ్యాంకు. ఆ పథకం కొరకు రూపకల్పన చేసిన విధి విధానాల ననుసరించి, ఒక్కో గ్రామీణాభివృద్ధి అధికారి, తను అప్పటికే నిర్వహిస్తున్న విధులకు అదనంగా… ఒక్కో గ్రామాన్ని ఎన్నుకొని, ఆ గ్రామాభివృద్ధి కోసం ప్రణాళికను తయారు చేసుకొని, అమలుపరచాలి. ఓ సంవత్సరం తరువాత, ఐ.డి.ఎస్.వి. పథకం ద్వారా, ఆ గ్రామంలో ఎలాంటి అభివృద్ధి జరిగిందో, ఆ గ్రామ ప్రజల ఆర్థిక స్థితి గతుల్లో, వచ్చిన మార్పుపై ఓ నివేదిక సమర్పించాలి. గ్రామీణాభివృద్ధి అధికారులంతా, వెంటనే ఈ పథకం అమలు చేయాలని హెడ్ ఆఫీసు నుంచి ఆదేశాలు వెలువడ్డాయి.
నా మటుకు నేను, గొల్లప్రోలు, కత్తిపూడికి మధ్యలో ఉన్న ‘చేబ్రోలు’ అనే గ్రామాన్ని దత్తత తీసుకుని, ఆ ఐ.డి.ఎస్.వి. పథకాన్ని గొల్లప్రోలు బ్రాంచి ద్వారా అమలుపరచాలని నిర్ణయించుకున్నట్లు హెడ్ ఆఫీసుకు తెలియపరిచాను. గొల్లప్రోలు బ్రాంచి మేనేజర్ శ్రీ సుబ్బారావు గారు, ఆ బ్రాంచీలో పని చేస్తున్న అగ్రికల్చరల్ క్లర్కు శ్రీ అశోక్ రాజు గారు ఇద్దరూ నాకు సంపూర్ణ సహకారం అందించేందుకు, సుముఖత వ్యక్తం చేశారు.

చేబ్రోలు గ్రామంలో ఆరా తీయగా, ‘దొరవారు’ అని పిలవబడే ఓ విశిష్ట వ్యక్తి గురించి అందరూ చెప్పారు. ఆయన మృదు మధురభాషి, అజాతశత్రువు, తోటివారికి సహాయపడే మనస్తత్వం కలిగిన మనిషి. ఆయన అసలు పేరు నాకు తెలియదు. కానీ అందరూ ‘దొరవారు’ అనే అంటారు. ఆయనొక పెద్ద రైతు, రైసు మిల్లు ఓనరు కూడా. వారిని కలిసి ఐ.డి.ఎస్.వి. పథకం క్రింద నేను చేబ్రోలు గ్రామాన్ని ఎన్నుకున్నట్లు చెప్పి, ఆ పథకాన్ని విజయవంతంగా అమలుపరిచేందుకు, వారి సహాయ సహకారాలు కోరాను. అందుకు దొరవారు ఎంతో సంతోషించారు. గ్రామంలోని ప్రజలందరికీ, మంచి జరుగుతుందంటే, తానెప్పుడూ ముందుంటానని, నాకు అన్ని విధాలా తోడ్పాటు నందిస్తానని మాటిచ్చారు.
ఆ రోజే, గ్రామ సర్పంచ్, మరియు గ్రామ పెద్దలతో ఒక సమావేశాన్ని ఏర్పాటు చేసి, నేను ఈ పథకం గురించి వివరించాను. అందరూ ఎంతగానో సంతోషించారు. తమ గ్రామాన్ని ఎన్నుకున్నందుకు నన్నెంతగానో అభినందించారు.

నిజానికి, మన దేశ జనాభాలో దాదాపు డెబ్భై శాతం మంది గ్రామాల్లోనే నివసిస్తున్నారు. అందుకే ‘ఇండియా లివ్స్ ఇన్ విలేజెస్…’ అంటారు. జిల్లాలోని గ్రామాలన్నీ అభివృద్ధి చెందితేనే ఆ జిల్లా అభివృద్ధి చెందుతుంది. జిల్లాలన్నీ అభివృద్ధి చెందితేనే ఆ రాష్ట్రం, రాష్ట్రాలన్నీ అభివృద్ధి చెందితేనే ఆ దేశం అభివృద్ధి చెందుతుంది.
దేశాభివృద్ధి జరగాలంటే ప్రతి గ్రామం తప్పనిసరిగా అభివృద్ధి చెందాలని, మనసా వాచా కర్మణా విశ్వసించే నేను, ఈ ఐ.డి.ఎస్.వి. పథకాన్ని వ్యక్తిగతంగా కూడా స్వాగతించాను. ఈ సదవకాశాన్ని సద్వినియోగం చేసుకుని, ఈ చేబ్రోలు గ్రామాన్ని అన్ని విధాలా అభివృద్ధి పథంలో నడిపించాలని, కృతనిశ్చయుడనై, రంగంలోకి దిగాను.
- ఆ గ్రామంలో ఉండే, ఇంటర్మీడియట్ పాసైన వారిని ఓ పదిమందిని నాకు సహాయకులుగా ఏర్పరుచుకున్నాను.
- ఆ పదిమందిని ఇద్దరు చొప్పున ఐదు గ్రూపులుగా విభజించాను.
- ఈ ఐదు గ్రూపులు విడివిడిగా గ్రామంలోని ప్రతి ఇంటిని సందర్శించి, ఆ ఇంటి యజమానులతో సంప్రదించి, నేను అప్పటికే తయారు చేసిన ప్రశ్నావళి నింపాలి.
- ఆ ప్రశ్నావళి పత్రం ద్వారా, ప్రతి ఇంట్లో వున్న వారి వివరాలు, ప్రస్తుత ఆర్థిక స్థితిగతులు, ఇతర వనరులు తెలుసుకున్నాము.
- ఆర్థికంగా ఎదిగేందుకు బ్యాంకు ద్వారా వారికి కావలసిన సహాయం గురించి తెలుసుకున్నాము. ఆ విధంగా ఆ కుటుంబ ఋణ ప్రణాళికను తయారు చేశాము.
- అలా తయారు చేసిన అన్ని కుటుంబాల ఋణ ప్రణాళికలను క్రోడీకరించి, ఆ గ్రామ ఋణ ప్రణాళికను తయారు చేశాము.
- ఋణాల విషయమే కాక, ఆ గ్రామం యొక్క రూపురేఖలు మార్చేందుకు, పాఠశాల, ఆసుపత్రి, దేవాలయం, మసీదు, చర్చి, పార్కు, ఆటస్థలం, వీటన్నింటిలో మరిన్ని వసతులు కల్పించేందుకు ఆ గ్రామ ప్రజల అభిప్రాయాలను సేకరించాము.
- వీటన్నిటి కోసం, బ్యాంకు నుండి, ప్రత్యేక నిధులను మంజూరు చేయించుకోవడంతో పాటుగా, సమాజసేవలో పాల్గొనదలచిన ధనికులను, స్వచ్ఛంద సేవా సంస్థలను కూడా ఈ గ్రామీణాభివృద్ధిలో భాగస్వాములుగా చేయాలని నిర్ణయించుకున్నాము.
- గ్రామంలో వున్న రైతులకు కావల్సిన స్వల్పకాలిక పంట పెట్టుబడి ఋణాలు, కోళ్ళఫారాలు, డెయిరీ ఫారాలు, ట్రాక్టర్ల కొనుగోలు, బోర్‍వెల్ తవ్వకాలు, ఎలెక్ట్రిక్ మోటార్లు, ఆయిల్ ఇంజన్ల కొనుగోలుకు, ఇతర పరిశ్రమల ఏర్పాటు కొరకు, కావలసిన మధ్యకాలిక, మరియు దీర్ఘకాలిక ఋణాలు, అలాగే చేతి పని వృత్తుల వారికి, వ్యవసాయ కూలీలకు, నిరుద్యోగులకు, వితంతువులకు కావలసిన ఋణాల గురించి, ఆ గ్రామ ఋణ ప్రణాళికలో చేర్చాము.
- తయారు చేసిన చేబ్రోలు గ్రామ ఋణ మరియు అభివృద్ధి ప్రణాళికను, గొల్లప్రోలు బ్రాంచి మేనేజర్, కాకినాడ రీజినల్ మేనేజర్ గార్ల సిఫారసులతో హెడ్ ఆఫీసుకి పంపాను.
- హెడ్ ఆఫీస్ వారు ఆ ప్రణాళికల అంచనాలను పరిశీలించి, ఆమోదించి, అందుకవసరమయే బడ్జెటుని మంజూరు చేశారు.
- వెంటనే గొల్లప్రోలు బ్రాంచి ద్వారా, అప్పటికే గుర్తించిన వారందరికీ, ఆయా అవసరాల నిమిత్తం ఋణాలు మంజూరు చేయడం జరిగింది.

గ్రామీణ ప్రాంతాల్లో, నూతనంగా బ్యాంకు శాఖలు తెరవడానికి జిల్లా అధికారులు సర్వే చేసి, ఓ ఇరవై దాకా గ్రామాలను గుర్తించారు. లీడ్ బ్యాంక్ సమావేశంలో ఆయా బ్యాంకులు, ఆంధ్రా బ్యాంకుతో సహా, కొన్ని గ్రామాలను ఎంచుకుని, ప్రభుత్వం గుర్తించిన అన్ని గ్రామాలలో శాఖలు తెరవడానికి ముందుకొచ్చాయి; ఏజన్సీ ప్రాంతంలోని రాజవొమ్మంగి, మారేడుమిల్లి గ్రామాల్లో తప్ప. ఆ సమయంలో తూర్పు గోదావరి జిల్లాకు లీడ్ బ్యాంక్‍గా వ్యవహరిస్తున్న ఆంధ్రా బ్యాంకు ఆ రెండు గ్రామాల్లో విధిగా తమ శాఖలు తెరవాల్సిన పరిస్థితి ఏర్పడింది.
ఆ క్రమంలో ఆ రెండు గ్రామాలకు వెళ్ళి అక్కడి ప్రజలతో సంప్రదింపులు జరపడం, సర్వే చేసి బడ్జెట్లు తయారు చేయడం నా వంతయింది. ఆ తరువాత ఆ రెండు గ్రామాల్లో బ్యాంకు శాఖలు తెరవడానికి తయారు చేసిన ప్రతిపాదనలను, రీజినల్ మేనేజర్ గారు హెడ్ ఆఫీసుకు పంపారు. హెడ్ ఆఫీస్ వారు ఆ ప్రతిపాదనలను తమ సిఫారసులతో, లైసెన్సులు ఇచ్చేందుకు రిజర్వ్ బ్యాంక్ ఆఫ్ ఇండియాకు పంపారు. వెంటనే రిజర్వ్ బ్యాంక్ వారు లైసెన్సులు మంజూరు చేశారు.
మరోసారి ఆ గ్రామాలకు వెళ్ళి, అక్కడ బ్యాంకు శాఖలను ఏర్పాటు చేయడానికి అనువైన ఇళ్ళను అతి కష్టం మీద గుర్తించి, ఆ ఇళ్ళ యజమానులను ఒప్పించి, అద్దెకు తీసుకున్నాము. అవసరమైన మరమ్మత్తులు చేయించి, బ్యాంకు శాఖలు తెరవడానికి కావలసిన ఫర్నీచర్‍ను, రికార్డులను, రిజిస్టర్‍లను అందుబాటులో వుంచాము. ఈలోపు రీజినల్ మేనేజర్ గారు, ఆ శాఖలను నడిపించేందుకు మేనేజర్లను, ఇతర సిబ్బందిని బదిలీ చేశారు.
ఓ మంచి రోజున జిల్లా కలెక్టరు గారి చేతుల మీదుగా రాజవొమ్మంగి, మారేడుమిల్లి గ్రామాల్లో ఆంధ్రా బ్యాంకు శాఖలు ప్రారంభించబడ్డాయి. ఆ ప్రాంత ప్రజలందరికీ బ్యాంకింగ్ సేవలు అందుబాటులోకి వచ్చాయి.
ఇక్కడ చెప్పుకోదగ్గ ముఖ్యమైన విషయం ఉంది.
అలనాడు బ్రిటీష్ సామ్రాజ్యంపై, స్వాతంత్ర్యం కోసం, ఏజన్సీ ప్రాంతంలో, అలుపెరుగని సాయుధ పోరాటం చేసి, చివరికి బ్రిటీష్ వారి తుపాకుల తూటాలకు బలైపోయి వీరమరణం పొందిన, స్వాతంత్ర్య సమరయోధుడు, మన్యం పులి, అల్లూరి సీతారామరాజు గారు నడయాడిన పవిత్ర ప్రదేశాల్లో, ఇప్పుడు నేనూ తిరిగాను. స్వాతంత్ర్య సాధన కోసం అల్లూరి సీతారామరాజు గారి నాయకత్వంలో బ్రిటీష్ వారిపై సాయుధ పోరాటం చేసి అసువులు బాసిన మన్యం వీరుల వారసుల మధ్య, ఇప్పుడు నేను తిరిగాను.
అదొక మధురానుభూతి. చరిత్ర పుటల్లోకి తొంగి చూడగలిగాను. ఆనాటి సంఘటనలను గుర్తు చేసుకుంటేనే రోమాలు నిక్కబొడుచుకున్నాయి.
దేశ స్వాతంత్ర్యం కోసం తమ ప్రాణాలను, తృణప్రాయంగా అర్పించిన ఆ త్యాగమూర్తులందరికీ మనసులోనే వందనాలు సమర్పించాను.

Very nice information Samba Siva Rao garu While I was working at RO Vijayawada as Chief Officer ( Rural Development ) Myself abd my other colleagues from Vizag had an opportunity to visit many places which were visited by the great freedom fighter SrinAllurinSeeta Tama Raju in Chintalpally mandal of Agency area I observed that the tribals were very honesty and straightforward but unfortunately they were being cheated by non tribals taking their ignorance and innocence as to the advantage of the non tribals
We had implemented dairy development scheme in Chintalpally area and made the milk chilling centre to run The scheme was very successfully implemented and recovery rate was also good

జీవనగమనం ఎపిసోడ్స్ చాలా ఆసక్తిగా సాగుతున్నాయి. 1979 సంవత్సరం లో చేబ్రోలు గ్రామస్థులతో,నిర్వహించిన సభ మరియు రాత్రివేళ చలన చిత్ర ప్రదర్శన నిర్వహించిన సంక్షేమ పథకాల అమలు గురించి,అందుకు అర్హులైన వారిని సహాయకులుగా ఏర్పరచుకున్న విధానం బాగుంది.ఈనాడు దిన పత్రికలో ఆనాటి కార్యక్రమాల ప్రచురణ,ఫొటోలు కళ్ళకు కట్టినట్టుగా ఉన్నాయి.ఆ ఫోటోలు జాగ్రత్తగా ఉంచి మాతో పంచుకున్న కృషికి అభినందనలు. మన దగ్గర ఎంత విజ్ఞానం ఉన్నదన్నది ముఖ్యం కాదు,ఉన్నదాన్ని ఎలా ఉపయోగించుకుంటున్నాము అన్నది ముఖ్యమని నిరూపించారు.అల్లూరి సీతారామరాజు వారి రణ క్షేత్రములో పని చేసే అవకాశం రావడం మీ అదృష్టం సర్.ధన్యవాదములు.
