నా జీవన గమనంలో…!-36

జీవన గమనంలో ఆంధ్రా బ్యాంకులో ఉద్యోగపర్వంలో తాను చవిచూసిన సంతోషాలు… దుఃఖాలు…; సుఖాలు…, కష్టాలు…; ఆశలు…, నిరాశలు…; సన్మానాలు…, అవమానాలను… ఒక్కొక్కటిగా నెమరు వేసుకుంటూ సంచిక పాఠకులకు అందిస్తున్నారు తోట సాంబశివరావు.

ఈ తరుణంలో బ్యాంకుల ముందు మరో సమస్య తలెత్తింది. గతంలో ఒకే వ్యక్తి రెండు మూడు బ్యాంకు శాఖల్లో అప్పులు తీసుకోవడం, ఇప్పుడేమో, ఆ వ్యక్తి తమ గ్రామాన్ని అనుసంధానం చేసిన బ్యాంకు శాఖకు వెళ్లి అప్పు తీసుకోవడం మొదలైంది. ఇంతకుముందు ఎవరు ఏ బ్యాంకు శాఖల్లో అప్పులు తీసుకున్నారో తెలుసుకోవడం కోసం, ఒక శాస్త్రీయ పద్ధతిని ప్రవేశపెట్టాలని ఒక ప్రణాళికను తయారు చేశాము.

దాని ప్రకారం, ఒక మండలంలో వున్న బ్యాంకు శాఖలు, ఆయా గ్రామాల ఋణగ్రహీతల జాబితాలను తయారు చేయాలి. ఒక గ్రామం తాలూకూ జాబితాను, ప్రస్తుతం ఆ గ్రామాన్ని అనుసంధానం చేసిన బ్యాంకు శాఖకు అందజేయాలి. అప్పుడు ఎవరైనా ఒక వ్యక్తి అప్పు కోసం బ్యాంకు శాఖకు వస్తే, తమ చేతిలో వున్న ఇతర బ్యాంకు శాఖలు అందించిన జాబితాల్లో, ఆ వ్యక్తి పేరు ఉందా అని పరిశీలించాలి. ఏ జాబితాలో ఆ పేరు లేకపోతే అప్పు ఇవ్వాలి. ఒకవేళ ఉన్నట్లయితే, ఆ బ్యాంకు శాఖకు వెళ్ళి అక్కడ ఇంతకు ముందు తీసుకున్న అప్పును చెల్లించి, అక్కడ అప్పు లేనట్టు ధృవీకరణ పత్రం తెస్తేనే, ఇక్కడ ఈ బ్యాంకు శాఖలో అప్పు ఇస్తామని చెప్పాలి. తద్వారా పాత బకాయిల వసూళ్ళు కూడా గణనీయంగా పెంచగలుగుతాము.

ప్రతి రోజూ, ఆ మండలం లోని, అన్ని బ్యాంకు శాఖల అధికారులంతా కలిసి, సామూహికంగా ఆయా గ్రామాలకు వెళ్ళి అప్పులు వసూలు చేసే కార్యక్రమం, కనీసం ఒక నెలరోజులయినా చేయాలి. ఈ సామూహిక రికవరీ క్యాంపులు అనూహ్యమైన ఫలితాలను ఇవ్వడం తథ్యం.

అయితే, ఈ ప్రణాళికను సక్రమంగా అమలు పరచాలంటే, ముందుగా ఆయా బ్యాంకుల రీజినల్ మేనేజర్లు, జోనల్ మేనేజర్ల ఆదేశాలు – ఆయా బ్యాంకు శాఖలకు తప్పనిసరిగా అందాలి.

అనుకున్నదే తడవుగా, మా రీజినల్ మేనేజర్ గారి అనుమతితో, ఇతర బ్యాంకుల రీజినల్ మేనేజర్లను, జోనల్ మేనేజర్లను వ్యక్తిగతంగా కలిసి ఈ ప్రణాళికను వివరించి, వారి ఆమోదం పొందగలిగాను. వెనువెంటనే వారు, తమ తమ బ్యాంకు శాఖలకు, ఈ ప్రణాళికను పక్కాగా అమలు పరచమని ఆదేశాలను జారీ చేశారు.

ఇంకేం… మార్గం సుగమమయింది. అనుకున్నట్టే, ప్రణాళికను, జిల్లా మొత్తం, పక్కాగా అమలు పరచగలిగాము. అన్ని బ్యాంకు శాఖల మేనేజర్లు, ఫీల్డ్ ఆఫీసర్లు అందరూ ఉత్సాహంగా పాల్గొన్నారు. గ్రామాలవారీ ఋణగ్రహీతల జాబితాలను పరస్పరం మార్చుకోవడం, సామూహికంగా రికవరీ క్యాంపులను నిర్వహించడం ద్వారా, సత్ఫలితాలను సాధించగలిగాయి జిల్లాలోని అన్ని బ్యాంకుల శాఖలు.

ఈ ప్రణాళిక అమలు తీరును పరిశీలించిన ఆంధ్రా బ్యాంకు హెడ్ ఆఫీసు, మా లీడ్ బ్యాంక్ డిపార్ట్‌మెంటును, మా రీజినల్ ఆఫీసును ప్రశంసించింది.

ప్రతీ యేటా, లీడ్ బ్యాంక్ తయారు చేసే గుంటూరు జిల్లా ఋణ ప్రణాళికను, ఈ సంవత్సరం కూడా చేయాల్సి వుంది. కానీ గత సంవత్సరాలకు భిన్నంగా, ఈ సంవత్సరం నూతనంగా ప్రవేశపెట్టబడిన ‘సర్వీస్ ఏరియా ఎప్రోచ్’ పథకాన్ని అనుసరించి తయారు చేయాలి. అందుకు అనుసరించవలసిన విధివిధానాలను, రిజర్వ్ బ్యాంక్ ఆఫ్ ఇండియా, అన్ని బ్యాంకుల హెడ్ ఆఫీసులకు పంపంగా, హెడ్ ఆఫీసులు వారి వారి జోనల్ ఆఫీసులకు, రీజినల్ ఆఫీసులకు, ముఖ్యంగా లీడ్ బ్యాంక్ డిపార్టుమెంటులకు పంపించడం జరిగింది.

నూతనంగా ప్రవేశపెట్టబడిన ‘సర్వీస్ ఏరియా ఎప్రోచ్’ని అనుసరించి, జిల్లా ఋణ ప్రణాళికలను తయారు చేసే విధానంపై ‘కాలేజ్ ఆఫ్ అగ్రికల్చరల్ బ్యాంకింగ్, రిజర్వ్ బ్యాంక్ ఆఫ్ ఇండియా, పూనె’లో మూడు రోజుల పాటు ఒక సెమినార్ నిర్వహించబడింది. ఆ సెమినార్‍లో నేనూ పాల్గొన్నాను. రాబోయే సంవత్సరానికి గాను ఋణ ప్రణాళికను తయారు చేసే విధానాలపై కూలంకషంగా చర్చోపచర్చలు జరిగాయి.

అంతిమంలో, జిల్లా ఋణ ప్రణాళికలు తయారు చేసే విధానంపై, సెమినార్‍లో పాల్గొన్నవారందరిలో, మంచి అవగాహన కలిగింది.

అలా తయారు చేసిన జిల్లా ఋణ ప్రణాళికను, లీడ్ బ్యాంక్ ‘జిల్లా సంప్రదింపుల సంఘం’ సమావేశంలో ప్రవేశపెట్టాలి. జిల్లా కలెక్టరు గారి అధ్యక్షతన జరిగే ఆ సమావేశంలో, వివిధ బ్యాంకుల రీజినల్ మేనేజర్లు, లేదా జోనల్ మేనేజర్లు పాల్గొంటారు. అన్ని ప్రభుత్వ శాఖల జిల్లా అధికారులు కూడా పాల్గొంటారు.

ఆ సమావేశంలో జరిగే సుదీర్ఘ చర్చల అనంతరం, అందరి ఆమోదంతో, జిల్లా ఋణ ప్రణాళిక, జిల్లా లోని అన్ని బ్యాంకుల శాఖల ద్వారా, అమలుకు నోచుకుంటుంది.

నా టేబిల్‍పై ఫోన్ రింగయ్యింది. మాట్లాడేందుకు రిసీవర్ ఎత్తాను.

“హలో! ఎవరండీ?”

“నేను హెడ్ ఆఫీసు నుండి, డి.జి.యమ్. మాలకొండారెడ్డి గారి పి.ఎ. మాట్లాడుతున్నాను. సార్… మాట్లాడుతారట! లైన్‌లో ఉండండి!”

“అలాగేనండీ!”

“ఆ! ఏమయా… ఎలా వున్నావ్?”

“నమస్కారం సార్! బాగున్నాను సార్!”

“విషయం ఏంటంటే, నిన్ను రాజమండ్రికి ట్రాన్స్‌ఫర్ చేశాము. మీ రీజినల్ మేనేజర్ గారికి చెప్పాను. ఈ రోజే రిలీవ్ అయి, రేపు రాజమండ్రి రీజినల్ ఆఫీసులో జాయిన్ అవు… ఎల్లుండి నేను కూడా రాజమండ్రి వస్తున్నాను. మిగతా విషయాలు నేను అక్కడికి వచ్చిన తరువాత మాట్లాడుతాను!”

“సార్! నేనిక్కడ జాయిన్ అయి, పట్టుమని పది నెలలు కూడా కాలేదు.. అప్పుడే నాకు ట్రాన్స్‌ఫర్ ఏంటి సార్!”

“దానికో ప్రత్యేకమైన కారణం వుంది. ఇంతవరకు దేశంలో ఏ బ్యాంకు ప్రారంభించని, ఒక ప్రతిష్ఠాత్మక సంస్థను రాజమండ్రిలో మన బ్యాంకు స్థాపించబోతోంది. ఆ సంస్థకు నిన్ను డైరక్టరుగా పోస్ట్ చేశాము. ఆ సంస్థను, నువ్వైతే తప్పక విజయపథంలో నడపగలవనే నమ్మకంతో, ఆ సంస్థకు నిన్ను హెడ్‍గా ఎంపిక చేశాము. ఈ పోస్టింగ్‍ నీ కెరీర్ డెవెలప్‍మెంటుకు చాలా ఉపయోగపడుతుంది. వేరే ఏమీ ఆలోచించకుండా, రాజమండ్రి వచ్చేయ్!” అని చెప్పి ఫోన్ కట్ చేశారు.

అసలేం జరిగింది… ఇప్పటిదాకా నేను విన్నది నిజమేనా! లేక కలా!!

ఏమీ అర్థం కాలేదు!

ఈ హఠాత్పరిణామానికి… హతాశుడనయ్యాను…

చేసే పని మీద ఏకాగ్రత కుదరడం లేదు. ఆలోచనలు పరిపరివిధాలా పరిభ్రమిస్తున్నాయి.

అసలీ అకాల బదిలీ ఎందుకు చేసుంటారు? నేనిప్పుడు లీడ్ డిస్ట్రిక్ట్ మేనేజర్‌గా నా విధులను సక్రమంగా నిర్వర్తించలేకపోతున్నాననా! అలా అయితే, రీజినల్ మేనేజర్ గారు, జిల్లా కలెక్టర్ గారు, లీడ్ బ్యాంక్ సమావేశాల్లో రెండు మూడుసార్లుగా నన్నెందుకు మెచ్చుకుంటారు? ఆ మాట కొస్తే, లీడ్ బ్యాంక్ డిపార్ట్‌మెంటులో, నాతో కలిసి పని చేస్తున్న సిబ్బంది… చాలాసార్లు చెప్పారు…

“సార్! ప్రస్తుతం మీతో కలిసి, డిపార్టుమెంటు పరంగా చేయవలసిన పనులన్నీ చేస్తునే, అనేక సమాజ సేవా కార్యక్రమాలను కూడా చేయగలుగుతున్నాం. రొటీన్‍కి భిన్నంగా… వినూత్నంగా… ఉన్న మీ ఆలోచనలు, కార్యక్రమాలతో ఎంతో సంతృప్తిగా వున్నామండి!”

అంటే… నా విధి నిర్వహణ నా సహోద్యోగులకు కూడా నచ్చినట్లే కదా! మరి, ఇలాంటి పరిస్థితుల్లో నన్ను బదిలీ చేయవలసిన అవసరం ఏమొచ్చింది? ఒకవేళ నేను నా విధి నిర్వహణలో నేను విఫలం అయ్యాను అనుకుందాం! అలాంటప్పుడు, నన్ను అంతగా ప్రాముఖ్యత లేని పోస్టుకు ట్రాన్స్‌ఫర్ చేయాలి కాని, ఒక ప్రతిష్ఠాత్మకరమైన సంస్థకు హెడ్‍గా ఎందుకు పోస్ట్ చేస్తారు…!

డి.జి.యమ్ మాలకొండారెడ్డి గారు నా మీద నమ్మకంతో, ఆ పోస్టుకి నన్ను ఎంపిక చేసినట్లు చెప్పారు. అందుకే, ఇంతటితో ఈ ఆలోచనలకు స్వస్తి పలికి, జరగాల్సిందాని గురించి ఆలోచిస్తే మంచిదనుకున్నాను. ఎప్పటిలాగే, ‘అంతయూ మన మేలునకే!’ అనుకుని మనసు దిటవు చేసుకున్నాను.

ఆ రోజు సాయంత్రమే నన్ను రిలీవ్ చేశారు. రిలీవింగ్ పార్టీ కూడా ఇచ్చారు. కాకపోతే… సంతోషంతో కాదు… కొంచెం బాధతోనే…

తిరిగి మాట్లాడలేని పరిస్థితి నాది. అందుకే, కనుసైగలతోనే అందరికీ ధన్యవాదాలు తెలిపాను.

విధి ఎంత విచిత్రమైనది! ఈ రోజు ఉదయం, బయటి నుండి ఆఫీసు లోపలకు వచ్చేటప్పుడు, ఉరకలెత్తే ఉత్సాహంతో వచ్చాను.

సాయంత్రం ఆఫీసు నుండి బయటకు వెళ్ళేటప్పుడు, మనసంతా నిరాశా, నిస్పృహలతో నిండిపోయింది.

అందుకే అన్నారు… ‘ఏ నిమిషానికి ఏమి జరుగునో ఎవరూహించెదరూ…!’ అని.

ఇంట్లో వాళ్లకి, నా రాజమండ్రి బదిలీ విషయం చెప్పాను. ముందైతే నమ్మలేదు… ఆట పట్టిస్తున్నాననుకున్నారు… కాని అదే సత్యం అని, వాళ్ళు తెలుసుకోవడానికి, అట్టే సమయం పట్టలేదు. అసంతృప్తికి లోనయ్యారు… కలత చెందారు కూడా…

సాధారణంగా బదిలీలనేవి, విద్యా సంవత్సరం ప్రారంభానికి ముందు జరుగుతాయి. కాని, ఈ బదిలీ విద్యా సంవత్సరం ద్వితీయార్థంలో జరిగింది, అందుకని పిల్లల చదువులను గుంటూరులోనే కొనసాగించాలి. పైగా, ఇంటిపై మొదటి అంతస్తు నిర్మాణ పనులు నడుస్తున్నాయి. ఇలాంటి పరిస్థితుల్లో, కుటుంబాన్ని రాజమండ్రికి తరలించడం అసంభవమే! ప్రస్తుతానికి, నేనొక్కడినే, రాజమండ్రిలో వుండాలి. వారాంతానికో, ఇతర శలవులకో గుంటూరు వస్తూ, కుటుంబ విషయాలు, మొదటి అంతస్తు నిర్మాణ పనులు చూసుకోవాలి.

రేపు ఉదయం గుంటూరు నుండి బయలుదేరే సింహాద్రి ఎక్స్‌ప్రెస్‌లో, రాజమండ్రికి వెళ్దామని నిర్ణయించుకున్నాను. వచ్చే ఆదివారం గుంటూరు వస్తానని, అప్పుడు అన్ని విషయాలు చూసుకుందామని మా వాళ్ళకి చెప్పాను.

కొన్నిసార్లు ప్రతిభావంతులకు అసౌకర్యం కలిగించే పరిస్థితులు కల్పిస్తుంటారు మేనేజ్మెంట్ వారు. అది సంస్థకు ప్రయోజనం కలిగించే విషయమే కావచ్చు. కాని ఉద్యోగుల వ్యక్తిగత సౌకర్యాలు, ఇబ్బందుల గురించి కూడా ఆలోచించాలి కదా. లీడ్ డిస్ట్రిక్ట్ మేనేజర్ గా గుంటూరు జిల్లా వ్యాపితంగా ఒక ఇమేజ్ ను కలిగి మంచి పేరు తెచ్చుకున్న మిమ్మల్ని మీ అభిప్రాయం తెలుసుకోకుండా బదిలీ చెయ్యడం నాకూ బాధనిపించింది. రాజమండ్రి లో కూడా మీరు మీ ఇమేజ్ ను ఎస్టాబ్లిష్ చేశారు. వజ్రం ఎక్కడున్నా వజ్రమే కదా, సాంబశివరావు గారూ.

Iam very happy to read ur article This type of transfers In the banking were very common It was the strategy of the managements to identify efficient and sincere officer and transfer on the name of management exigency The senior executives call the officer to be transferred and brief the need fir transfer and further chances of elevation etc To certain extent it was a good strategy But it was inconvient to the officer Sometimes management used to help the officer in providing accomodation or rent advance much more than usual amount This type of transfers were happened to me also In a period of 4 years I had 5 transfers from
Vijayawada to Hyd to Bangalore to Vishkhapatnam to Chandigarh to Dharbanga (Bihar) to wirk as Chairman Mithila RRB I even lost my entire luggage in Train while I was transferred to Chandigarh So I had to start afresh ie buying utensils, clothes etc After a lot of correspondence Railways paid sone amount As there were no proper schools at Dharbanga , Ibwas allowed by the management to keep my family at Vijayawada and paid airfare from Chandigarh to Vijayawada fir all 5 members I was paid house rent at both the places This is How some good executives used to consider the problems and keep the officer in peace mind to wirk efficiently
